This position, while not located within the National PREA Resource Center, will require the person hired to work closely with the National PREA Resource Center (PRC), which is operated via a cooperative agreement between the U.S. Department of Justice (DOJ) and Impact Justice (IJ) to assist with the implementation of the Prison Rape Elimination Act (PREA), which aims to reduce or eliminate sexual abuse and sexual harassment in confinement. The PRC is a flagship federal project that serves as the national source for training and technical assistance to help adult and juvenile corrections, detention, law enforcement, and other professionals in their ongoing work to implement the PREA Standards and reduce sexual abuse in confinement settings. The PRC is an important partner with DOJ in the effort to ensure the quality and integrity of the PREA audit function.

The Senior Program Associate – Local Grants for PREA-related Technical Assistance (TA) will coordinate a multi-million dollar grant program for local corrections and law enforcement agencies with pass-through funds from the Bureau of Justice Assistance, Office of Justice Programs, at the Department of Justice. Responsibilities will include conducting outreach to agencies around the country to encourage them to apply for the grants; devising an RFP and application process for the grant funds; working with the PRC and partners to choose grantees; coordinating a convening of grantees and managing all aspects of the wrap-around TA that will be provided to the sites, including managing the work of Impact Justice’s TA partners in the project, the Vera Institute of Justice and Children’s Center for Law and Policy. IJ’s role, in addition to managing the fiscal pass-through of grant funds, is to help each site develop a budget and plan, to raise required matching funds for every grant dollar, and to coordinate technical assistance for the sites over the course of more than two years. The project is funded for three years from inception to completion of the projects funded under the grants.
The person in this position will be responsible for operating independently and also in coordination with and under the supervision of senior PREA Resource Center staff to manage this complex grant program. It will require the following knowledge and skills:
- Knowledge of federal grant management, preferably with some experience working with the Office of Justice Programs (OJP) at the Department of Justice and familiarity with OJP financial guidelines;
- Strong familiarity with the Prison Rape Elimination Act (PREA) standards is preferred, but at least some awareness of the law and standards will be necessary to be successful in this position;
- Strong familiarity and history providing technical assistance in adult and/or juvenile corrections or law enforcement is preferable, but at least some familiarity with corrections or law enforcement culture and the ability to work with corrections leaders will be necessary;
- Excellent project management and organizational skills;
- The ability to oversee large meeting planning;
- The skills to manage, build relationships, and work well with numerous partners;
- Required Education:
- Bachelor’s degree in a relevant field of study, such as public policy, social sciences, criminal justice, human services, or closely related disciplines
- At least 7-10 years of prior relevant full-time professional experience
- Strong ability to communicate orally and in writing
- Strong organizational skills and attention to detail
- Professional experience in criminal justice policy a plus
- Professional experience in a correctional or detention setting a plus
- Strong commitment to progressive criminal justice reform and correctional reform a plus
- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint
- Ability to learn and become proficient in Google products, including Google Drive and the Google Apps suite (e.g., Gmail, Google Docs, and Google Calendar) preferred but may learn on the job
- Proficiency in either Windows or Apple OS
- Ability to learn and become proficient in various software packages additional computing platforms and systems, (e.g., Salesforce database).
